ABSTRACT
Title A Strategic Management Model for Developing 21st Century Life and Career Skills of Students at Wat Sri Pracharam School under the Chonburi Primary Educational Service Area Office 2
Researcher Chaiyapot Pasomsup
Academic Year Semester 1/2568 Semester 2/2569
The purposes of this research were to 1) study the current state, desirable state, and needs for strategic management to develop 21st century life and career skills of students at Wat Sri Pracharam School, 2) develop a strategic management model for developing 21st century life and career skills of these students, 3) study the results of implementing the model, and 4) evaluate the model. A research and development design was conducted in four phases. In Phase 1, the sample comprised 87 school administrators and 310 teachers under the Chonburi Primary Educational Service Area Office 2, totaling 397, selected by stratified random sampling, together with 18 key informants selected by purposive sampling. The instruments were a five-point rating scale questionnaire and a semi-structured interview. In Phase 2, the draft model and its implementation manual were developed; five experts reviewed the draft and evaluated the revised model and the manual. In Phase 3, the model was implemented at Wat Sri Pracharam School in the second semester of the 2025 academic year (B.E. 2568) using a one-group pretestposttest design with 46 model users (2 administrators and 44 teachers) and 737 students from Kindergarten Year 2 to Grade 9. The instruments were a knowledge test, a lesson plan integration assessment form, a student life and career skills assessment form, a student self-assessment form, and a satisfaction questionnaire. In Phase 4, 51 evaluators (5 experts, 2 administrators, and 44 teachers) evaluated the quality of the final model in four aspects. Data were analyzed using mean, standard deviation, the Modified Priority Needs Index (PNI Modified), the t-test for dependent samples, and content analysis.
The findings were as follows:
1. The overall current state of strategic management was at a moderate level (M = 3.39), the overall desirable state was at the highest level (M = 4.57), and the overall PNI Modified was 0.348. Strategy implementation showed the highest need (PNI Modified = 0.399), followed by strategy formulation (0.367), environmental analysis (0.300), and strategy control and evaluation (0.295). The item with the highest need was setting development goals that cover all five life and career skills (PNI Modified = 1.25). The key informants proposed implementing strategies through the Life Skills for Employment Enrichment Activity and monitoring results through authentic assessment together with the PDCA cycle and PLC.
2. The model consisted of seven components: 1) principles, theories, and fundamental concepts; 2) objectives and goals; 3) structure, system, and organization; 4) participation, membership, and leadership; 5) resource mobilization, management, and network support; 6) operational processes and mechanisms; and 7) measurement and evaluation. It is driven by a four-step strategic management process (environmental analysis, strategy formulation, strategy implementation, and strategy control and evaluation) governed by the PDCA cycle, with strategy implementation set as the first priority, and it targets outcomes at the school, teacher, and student levels. The experts rated the revised model at a high level overall (M = 4.47), with accuracy at the highest level (M = 4.80), and rated the implementation manual at a high level overall (M = 4.40).
3. The implementation results showed that 3.1) the model users posttest knowledge (M = 20.48) was significantly higher than their pretest knowledge (M = 13.93) at the .05 level; 3.2) the integration of life and career skills into teachers lesson plans was at the highest level overall (M = 4.66); 3.3) students 21st century life and career skills after implementation were at the highest level overall (M = 4.78), with higher means than before implementation (M = 4.15) in all five skills: flexibility and adaptability, initiative and self-direction, social and cross-cultural skills, productivity and accountability, and leadership and responsibility, and students at every educational level produced work from the Life Skills for Employment Enrichment Activity; 3.4) the self-assessment of students in Grades 49 was at a high level overall (M = 4.34); and 3.5) the model users satisfaction was at the highest level overall (M = 4.55).
4. The model was refined based on the implementation results by making supervision more flexible and continuous together with PLC in Component 6 and by refining the use of evaluation results in Component 7. The quality of the final model was rated at the highest level overall (M = 4.65) and at the highest level in all four aspects: accuracy (M = 4.70), propriety (M = 4.68), feasibility (M = 4.65), and utility (M = 4.55).
