การพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียนวิทยาลัยอาชีวศึกษาเทศบาลเมืองหนองคาย สังกัดสำนักการศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคาย มีวัตถุประสงค์ของการวิจัย ดังนี้ (1) เพื่อศึกษาสภาพปัญหาและความต้องการพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียน วิทยาลัยอาชีวศึกษาเทศบาลเมืองหนองคาย สังกัดสำนักการศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคาย (2) เพื่อสร้างและพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียน วิทยาลัยอาชีวศึกษาเทศบาลเมืองหนองคาย สังกัดสำนักการศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคาย(3) เพื่อทดลองใช้ รูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียนวิทยาลัย อาชีวศึกษาเทศบาลเมืองหนองคาย สังกัดสำนักการศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคายและ (4) เพื่อประเมินผลรูปแบบการบริหารแบบมีส่วนร่วมและความพึงพอใจของคณะกรรมการสถานศึกษาขั้นพื้นฐาน ครูผู้สอน นักเรียน ผู้ปกครองนักเรียน และสถานประกอบการที่มีต่อการพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียน วิทยาลัยอาชีวศึกษาเทศบาลเมืองหนองคาย สังกัดสำนักการศึกษาเทศบาลเมืองหนองคาย จังหวัดหนองคาย แหล่งข้อมูลที่ใช้ในการศึกษาข้อมูลได้แก่ได้แก่ (1) พระราชบัญญัติการศึกษาแห่งชาติ พุทธศักราช 2542 แก้ไขเพิ่มเติม (ฉบับที่ 2) พ.ศ. 2545 (2) หลักสูตรแกนกลางการศึกษา ขั้นพื้นฐาน พุทธศักราช 2551 (3) เอกสารเกี่ยวกับแนวคิด ทฤษฎี หลักการ และงานวิจัยที่เกี่ยวข้องกับ รูปแบบการจัดการบริหารแบบมีส่วนร่วม (4) ผู้บริหาร จำนวน 2 คน (5) ครูทีปฏิบัติหน้าที่การสอนระดับชั้นประกาศนียบัตรวิชาชีพปีที่ 1-3จำนวน 14 คน จากการเลือกแบบเจาะจง (6) คณะกรรมการสถานศึกษาขั้นพื้นฐาน จำนวน 9 คน จากการเลือกแบบเจาะจง โดยให้คณะกรรมการสถานศึกษาขั้นพื้นฐาน ที่ไม่ใช่ผู้บริหารและครู (7) นักเรียนประกาศนียบัตรวิชาชีพปีที่ 1-3 จำนวน 93 คน เครื่องมือที่ใช้ ได้แก่ แบบประเมินความสามารถในการจัดกิจกรรมส่งเสริมด้านทักษะอาชีพของนักเรียน แบบประเมินพฤติกรรมด้านทักษะอาชีพของนักเรียน และแบบประเมินความพึงพอใจ สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1) ข้อมูลพื้นฐานสภาพปัญหาและแนวทางการพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียน วิทยาลัยอาชีวศึกษาเทศบาลเมืองหนองคาย จังหวัดหนองคาย พบว่าในการจัดกิจกรรมตามหลักสูตรการจัดการศึกษาด้านอาชีวศึกษา ซึ่งเน้นการปฏิรูปการศึกษาทั้งด้านการบริหารและการจัดการการเรียนการสอนเพื่อให้ผู้เรียนได้เรียนรู้จาก การปฏิบัติจริง รวมทั้งการปฏิรูปการเรียนรู้ให้สอดคล้องกับความต้องการของตลาดแรงและพัฒนาระบบคุณวุฒิวิชาชีพ และความคิดเห็นของ ผู้บริหาร ครู และกรรมการสถานศึกษาขั้นพื้นฐานที่มีต่อสภาพปัจจุบันการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียน โดยภาพรวมอยู่ในระดับ น้อย (µ=2.00, σ=0.16) ส่วนความคาดหวังการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมทักษะการคิดของนักเรียน โดยภาพรวมอยู่ในระดับ มากที่สุด (µ=4.57, σ =0.19)

2. ผลการสร้างและพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะ

อาชีพของนักเรียนวิทยาลัยอาชีวศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคาย โดยการนำรูปแบบการบริหารแบบมีการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของ นักเรียนวิทยาลัยอาชีวศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคาย เรียกว่า "NKMVC Model" ไปใช้ให้ได้ประสิทธิภาพและประสิทธิผลจะต้องมีเงื่อนไขการนำไปใช้ 3 ประการ คือ (1) ผู้บริหารตระหนักถึงความสำคัญของการกระจายอำนาจในการบริหาร มีภาวะผู้นำที่เกื้อหนุนที่ทุกฝ่ายที่เกี่ยวข้องมีส่วนร่วม และ (2) ครูต้องมีส่วนร่วมและมุ่งมั่น ในการพัฒนาด้านทักษะอาชีพของนักเรียน มีความกระตือรือร้นในการคิดค้น แนวทางในการพัฒนานักเรียน และทักษะในการทำงานเป็นทีมร่วมกัน (3) ชุมชน ผู้ปกครอง และผู้ที่มีส่วนเกี่ยวข้อง สนับสนุน ส่งเสริมการพัฒนาด้านทักษะอาชีพของนักเรียน ให้เกิดกับ นักเรียนตามมาตรฐานการอาชีวศึกษา พุทธศักราช 2561

3. ผลการทดลองใช้รูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียนวิทยาลัยอาชีวศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคาย พบว่า ทุกด้าน ทุกข้อโดยภาพรวมอยู่ในระดับคุณภาพ ดี ผลการทดลองใช้รูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียนวิทยาลัยอาชีวศึกษา เทศบาลเมืองหนองคายจังหวัดหนองคาย พบว่า (1) ความสามารถของครูในการจัดกิจกรรมส่งเสริมด้านทักษะอาชีพของนักเรียนวิทยาลัยอาชีวศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคายโดยภาพรวมพบว่า ครูผู้รับการบริหารแบบมีส่วนร่วม ด้านทักษะอาชีพของนักเรียนวิทยาลัยอาชีวศึกษา เทศบาลเมืองหนองคาย อยู่ในระดับสูง (μ=4.39, σ=0.22) (2) ผลการประมิน ด้านทักษะอาชีพหลังใช้รูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียนวิทยาลัยอาชีวศึกษา เทศบาลเมืองหนองคาย จังหวัดหนองคาย ทุกด้าน ทุกข้ออยู่ในระดับคุณภาพ ดี และโดยภาพรวมก็อยู่ในระดับคุณภาพ ดี เช่นเดียวกัน (μ=2.87, σ=0.30)

4. ผลการประเมินผลและความพึงพอใจของคณะกรรมการสถานศึกษา ครูผู้สอน นักเรียน และผู้ปกครองนักเรียนที่มีต่อการพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียนวิทยาลัยอาชีวศึกษาเทศบาลเมืองหนองคาย จังหวัดหนองคาย พบว่า อยู่ในระดับมากที่สุด (μ =4.61, σ=0.20) สามารถนำไปใช้จริงได้ มีการส่งเสริมและพัฒนาครูให้มีความรู้ ความสามารถในการจัดการเรียนการสอนอย่างมีประสิทธิภาพและเน้นนักเรียนเป็นสำคัญ มีการจัดกระบวนการเรียนรู้ที่สอดคล้องความสนใจและความถนัดของนักเรียน นักเรียนได้เรียนรู้จากประสบการณ์จริงและประสานความร่วมมือระหว่างผู้ปกครอง ชุมชน และสถานประกอบการ ในการพัฒนารูปแบบการบริหารแบบมีส่วนร่วมเพื่อส่งเสริมด้านทักษะอาชีพของนักเรียนวิทยาลัยอาชีวศึกษาเทศบาลเมืองหนองคาย ส่งผลให้นักเรียนมีทักษะด้านอาชีพสูงขึ้น

By having the Basic Education Commission who are not administrators and teachers (5), 93 1st-3rd year vocational certificate students, tools used include: Assessment of student’s ability to organize activities to promote career skills Assessment form for students’ career skills behavior, interview form, and form for recording suggestions on various issues. According to the topic of development and satisfaction assessment form data were analyzed and summarized using statistics such as percentage, mean, and standard deviation.

The research results were found that ;

Development of a participatory management model to promote the career skills of students at Nong Khai Municipality Vocational College. Under the Office of Education Nong Khai Municipality Nong Khai Province. The research results are summarized as follows.

1. Basic information, problem conditions, and guidelines for developing a participatory management model to promote the career skills of vocational college students. 3. Results of the experiment using a participatory management model to promote the career skills of vocational college students. Nong Khai Municipality is under the Education Bureau. Evaluation results and satisfaction of the school committee, teachers, students, and parents of students towards the development of a participatory management model to promote the career skills of students at the Nongkhai Municipality Vocational College.
